Winning team in round robin earns 3 points.
Losing team earns 0 points.
Teams with game ending in a tie get 1 point each.
The team that finished better in the standings (ie. #1 Generals over #8 Directors) is the home team in each game.
Tie-breakers to be determined by:
1. Tournament Head-To-Head Results
2. Difference in Runs For and Runs Against
3. Total Runs For
4. Higher ranked team in final regular season standings

Clarification of Tournament Rules (V1.1 September 11, 2009)
1) Home team at first games played in A and B pool provide bases and those bases stay at the diamond all day (Generals at Diamond 4, x86ers at Diamond 2, UnderDogs at Diamond 3, and Hard Hitters at Riseborough Park)
2) Umpire schedules are posted on the website and in the note above. Please ensure that if your team needs to supply an umpire for the first game of the day, the player(s) are there 10-15 mins before first pitch (ie. 7:45am for A pool games, 9am for B pool games)
3) Foul balls that travel outside of the fence line at any park (outfield or fences in front of the benches) are out of play. Umpires must call out of play once the ball goes outside of any fence line. Note: The required 8 votes were received.
4) Cones are to be set up at each diamond 23 paces behind the first and 3rd bases on the foul lines. All outfielders must remain behind the cone line (ie. following a parallel curve of the infield from one cone to the other) until contact is made with the bat.


5) Outfielder's can not directly throw a runner out at first if they have not reached the base yet. If the runner attempts to advance to 2nd base and tries to safely return to first base, an outfielder can make a direct throw to get the runner out of first base.
6) An outfielder can relay a throw to 2b, ss, or 3b, and then that player can throw the ball to the first baseman to record an out
7) If the home team is leading after the top of the 7th inning, the game is over (the home team does not bat to add to their run total in the bottom of the 7th).
Any infielder can cover home plate when a ball is thrown home. There is no rule preventing the 1st or 3rd baseman from covering home in the event that the ball gets away from the catcher and someone else needs to cover the plate to record an out.

2009 Tournament Rules
Team Captain's are responsible for ensuring the integrity of the playing rule guidelines in a sportsmanlike manner, in the spirit of Fun, Fitness, and Fellowship!! All regular season rules apply in conjunction with the following:
GENERAL GUIDELINES:
All games are 60min. or 7 innings, which ever comes first. Do not begin the last inning unless there is at least 5min. left., and, if started, the inning is permitted to complete.
All games must start at the pre-designated start time. The 60min. limit begins at the designated start time.
Games are on unless it is decided and communicated by your league directors. You must be prepared to field a team or risk default.
Teams must start a game with at least 8 players and at least 2 of them must be female (if only 2 of 8 are female, auto out at top of line up rule in effect, if less than 8 players available and/or less than 2 females, then team forfeit 7-0).
Final scores must be entered immediately after the game in the control centre (gazebo).
3 points awarded for a win. 1 point awarded for a tie. 0 Points for a loss.
Tie-breakers to be determined by: 1. Tournament Head-To-Head Results 2. Difference in Runs For and Runs Against; 3. Total Runs For; 4. Higher ranked team in final season standings.
UMPIRES:
A Home Plate Umpire and Field Umpire must be present at pre-delegated games. Captains are responsible for ensure umpire allocations.
Home Plate Umpire is responsible for: fair/foul calls, play at home, dead ball, infield fly, crossing commit line, and play at third base.
Home Plate Umpire must also monitor the 60 minute play clock.
Field Umpire is responsible for play at first base, second base, and outfield.
All decisions made by the Umpires during the game will remain final.
In the event Umpires are not present, the pitcher will resume judgment call responsibilities.
INFIELD:
INFIELD FLY RULE: The batter is out if he/she hits an infield fly and there are less than 2 outs and runners are on first and second or on first, second and third. An infield fly is a fair ball which can be caught with ordinary effort by an infielder.
Only a position player at 1st, 2nd, shortstop, or 3rd base can throw a live ball to first base in an effort to get the batter out (ie. Outfield or rover can't field the ball and throw to get the batter out on their way to first. Once the batter has touched first and is rounding the bag, any fielder can make a throw to first base.)
Dead Ball Zone clarification:
If the ball comes to a complete stop before reaching the line drawn to the left and the right of the pitcher's mound, then the ball is considered dead and the hit by the batter counts as one of their 3 or 5 respective swings per at bat
If the ball is still in motion and it is fielded within the dead ball zone prior to it coming to a complete stop, then the ball is live, the batter can run to first and the runners may attempt to advance.
If the ball comes to a stop in the groove in the infield that was created to make the dead ball zone, then the ball is live and the runners and batters may advance.
OUTFIELD:
Outfielders must stay at least 10 paces behind the infield bases before the ball is hit (cones to be placed down the left and right field line at each diamond 10 paces behind 1st and 3rd base)
A pop fly caught in foul territory is an out. There is NO Out of Play rule from the outfield fence to home plate. Foul balls that are hit beyond a park's fence line are out of play. If field conditions require an adjustment to the NO Out of Play Rule (ie. the field is wet, or other safety issues with obstacles (i.e. parking lots)), this rule can be reviewed by the team captains and the umpires prior to any game.
One base is awarded on an overthrow to first, third, or home if the ball goes past the screen, if the ball hits the screen it is still in play and the runners can advance (regardless of where the ball was thrown from or when the ball is thrown).

If we get no additional rain over the next few hours, it would be my expectation that all fields will be playable. July 8, 2009 - All games on, report to diamonds even if light showers are falling around prior to 6pm
Looks like there is a chance for a passing shower this afternoon/early evening.
Standard rain rules will apply for this evening's games. Games will not be cancelled in advance unless the weather gets far worse than is currently projected.
Rain Out/Rain Delay Guidelines:
Q: What if both Captains declare that the field is unplayable or the weather conditions are not safe to play the game before the game even starts?
A: The game will be canceled, each team will be awarded a 0-0 tie, and each team will receive 1 point each in the standings (note: you must have a legal roster at the field in order to earn 1 point, if you do not have a legal team at the field by 6:45pm and the other team does at the time the mutual decision is made to cancel the game, then the team with the legal roster present will be awarded a 7-0 win).
Q: What if the game starts and one of the Captains decides that the game should be stopped due to poor field conditions/bad weather?
A: Once a team Captain declares they want a stoppage in play due to poor weather, the two Captains will agree to wait 10 minutes to see if the field/weather conditions improve.
If both Captains agree not to restart the game before or after the 10 minute waiting period is up, then one of 3 situations would apply:
a) The visiting team will be declared the winner if 5 full innings have been completed prior to the stoppage of play and the visiting team has the lead
b) The home team will be declared the winner if the visiting team completed a minimum of 5 turns at bat and the home team has the lead
c) If the game is tied or option a) and b) do not apply, the game will be declared a 0-0 tie and each team will get 1 point in the standings [all HR's hit in this scenario will not count in the standings]
Note: If both teams have not completed their at bats during the 6th or 7th inning when the mutual agreement to cancel the game is made, the final score will default to the score at the end of the last completed inning.

Town of Markham advises that we are not permitted to use the diamonds tonight (May 27, 2009)
Good Afternoon everyone,
Due to the rain we are currently receiving and the amount of rain we are expected to receive this evening all sport field permits for this evening have been cancelled. According to the weather forecast we are expected to receive 20-30mm of rain by tomorrow morning.
Operations staff will be monitoring the fields and revised forecast tomorrow in order for us to advise you when the fields will be re-opened.
In addition the York Region District School Board has cancelled all permits on all their fields until Saturday morning.
Thank you for your cooperation in staying off of the fields. In addition to preserving the fields and not causing damage you will also be avoiding the possibility of players being injured.

Season has been pushed back to May 13, 2009
Hi everyone.
I know that everyone is very anxious to get their respective seasons started. I wish this e-mail was going to be more favourable.
The Town of Markham operations staff, as well as the respective staff at the school boards has been keeping a close eye on field conditions this week. I have received e-mails today from both the school board and our own operations department indicating that we will not be able to open the fields this weekend as we had anticipated. Many fields are saturated and have standing water on the surface. The operations staff is having a difficult time getting equipment on the fields to perform maintenance.
The first weekend in May is historically a date that we aim for but Mother Nature does not always cooperate. This year the spring has been wet and there is more rain in the forecast for the near future. I have been given a revised opening day of Saturday May 9th. Carol will issue credits for all groups affected by the change in start date. Once the fields are open you can contact Carol at cdipfel@markham.ca in order to reschedule any games that were missed.
I would like to remind all users that playing on a field when it is in a vulnerable condition can cause extensive damage that can take a long period to repair.
Staff will be monitoring parks this weekend looking for groups using fields. I am asking for your cooperation in keeping Markham’s parks in the best possible conditions by waiting until they are playable.

2009 League Rules
Team Captains are responsible for ensuring the integrity of the playing rule guidelines in a sportsmanlike manner, in the spirit of Fun, Fitness, and Fellowship!!
GENERAL GUIDELINES:
Games are on unless it is raining at game time. You must be prepared to field a team or risk default. Check http://2009ibmcanadaslopitch.blogspot.com/ for game status information.
Home team provides and sets up bases. They must also draw safe line, commit line, and dead ball box.
Everyone playing in the field must bat.
Outfielders must stay off the infield until the ball is hit. At least 3 paces behind the infield bases if the infield to outfield is not distinguishable.
Prior to game start (6:30pm prior to September, 6:00pm in September), Captain's may agree on any amendment of these rules that improve the safety and conditions of the game. (ie. parking lots become out of play, determine validity of bats to be used)
Score sheets must be retained by team captains until end of season and must be provided to the League Director's as requested. Final scores must be sent next day via Lotus Note to Chris Monti
Tie-breaker: Head to head record, run diffential in games between the teams that are tied in the standings, run diffential against the entire league, fewest runs allowed, coin toss
No metal cleats allowed.
Bats are not to be thrown under any circumstances - automatic out.
TEAM:
The batting order shall consist of a minimum of 8 players
All teams must field a minimum of 2 female and 6 male players.
If this minimum is not maintained, the missing player's name is kept on the score sheet and an automatic out is given when that person's turn at bat is reached.

The official default time is 6:45pm. A forfeit score of 7-0 is entered. Play may or may not continue at Captains discretion.
The number of players in the field (infield and outfield combined) cannot exceed 13. Additional players are permitted on the roster. If more than 13 players from your roster attend a game, each player should take a turn in the field in at least 3 innings.
If 13 or less players from your roster attend a game, all of them must take a regular turn in the batting order and play in the field.
If a player is unable to continue in the game and no legal substitution is available when he/she is due up, he/she is declared out and play continues with the next batter in the batting order. The team Captain is responsible for notifying the opposing team
Captains should advise the opposing Captain if another player or players will be arriving after the game has started. Any players that arrive late must be added to the bottom of the batting order. Players not at the field by the end of the 3rd inning may not enter the game..
PLAYING FIELD GUIDELINES:
Bases are 20 paces equally between all bases and home plate; performed by home team.
Double base shall be used at first base.
Home Plate Safe Line -- a line drawn in foul territory starting at the top left hand corner of home plate perpendicular to the third base line. A runner attempting to reach home must do so by touching the ground in foul territory on or beyond the SAFE line. The runner is out if he/she touches home plate whether or not a play is being made. A runner is not out if the plate is touched to avoid a collision.
Commitment Line -- a line in foul territory drawn from the back of home plate half way to third base. When a runner crosses this line by touching the ground beyond the line but does not reach home plate, the runner shall be called out when the ball is legally held by a defensive player in contact with home plate. Runners who have NOT crossed the line may return to third base.
Dead Ball Line -- a line in foul territory drawn from the back of home plate half way to first and third bases. The lines are drawn through the infield and meet at the pitchers mound.
DURATION:
Games must start by 6:30pm sharp otherwise risk being incomplete due to darkness. In September, a 6:00pm start time may be instituted.
A game consists of 7 innings. The game ends if the home team (batting second) has scored more runs in six innings or before the third out in the last half of the seventh inning than the other team has scored in seven innings.
A tied game will continue with 1 extra inning if both captains agree to play and extra inning prior to the start of the game. If game continues to be tied after the extra inning, each team will be awarded one point and the tie deemed final. Also subject to natural lighting conditions.
A game stopped by the captains will be considered complete if 5 innings (four and one half innings if the second team batting is leading) have been completed.
FORFEITS:
A game shall be declared a forfeit if a team fails to field the required number of players prior to or during the game, refuses to continue the game after suspension of play, intentionally tried to delay or hasten the game or intentionally violates a rule of the game after being warned. Please see disclaimer at the end of these rules.
BLOOD RULE:
Any participant who is bleeding may not participate until the bleeding is controlled. If the cleanup can be accomplished quickly, play would be suspended until the participant is ready to play. If this cannot be done quickly, the player is removed for the remainder of the inning in progress and the following complete inning. When the player has the bleeding controlled he/she must resume his/her place in the game. If a player is removed due to blood and the team does not have a legal substitute/replacement available when needed, his/her place in the batting order is simply missed and there is no penalty.
COURTESY RUNNER:
Last out of the same sex: Male for male, female for female.
The courtesy runner must be a legal player on your roster.
The courtesy runner must be announced to the opposing team Captain before he/she takes his/her place on the base.
All batters must reach base successfully before a courtesy runner substitute can be used.
If the courtesy runner is due up to bat, the team may use a second courtesy runner, following these same rules. If this cannot be implemented, the courtesy runner due up is out but remains on base and the next batter in the lineup is due up.
MERCY RULE:
Maximum 8 runs in an inning, except for the 7th inning.
A team may voluntarily withdraw from the game if they are losing by 15 or more runs any time after 3 innings (two and one half if home team).
PROFANITY/INAPPROPRIATE CONDUCT:
Any team or team member openly using profanity or demonstrating inappropriate conduct (deemed as behaviour contrary to the spirit of the league - sportsmanlike manner, in the spirit of Fun, Fitness, and Fellowship - as determined by the Captains) during a game shall be reported to the activity Director's who will review for league fines and/or possible ejection from further participation. Game forfeits may be imposed for violating teams.
JEWELRY:
A batter or runner is expected to remove exposed jewelry (watches, bracelets, necklace, rings) to prevent the risk of injury. NOTE: facial jewelry should not be covered with tape.
Medical Alert jewelry is the only exception.
SCORING:
A run is scored when a player safely touches in order: first base, second base, third base and crosses the Safe Line.

Before each pitch, the pitcher must stand facing the batter with the ball held in one hand. This position must be maintained for 5-10 seconds.

RUNNING:

On the batter's first attempt to first base and the play is made at first, he/she must use the orange portion of the double base. Once the batter has safely reached first base, he/she must now use the white portion. The defensive player always uses the white portion.

Guidance to umpires
Once the ball is thrown in a clear attempt (umpires call) to catch a runner who has not returned to a base yet, the ball is live.
If the ball is overthrown and goes out of play (ie. behind the fence line), then the ball is dead, all runners who successfully returned to their previous base advance 1 base (ie. from 1st to 2nd).
If the ball is thrown in an attempt to pick off a runner who has strayed off the base and the ball gets away from the fielder receiving the throw, all runners may advance at their own risk (no limit to number of bases until the play is dead - ie. last out recorded, ball returned to pitcher, etc.).
The runner does not automatically advance on an overthrow that does not go out of play.
General rules to be obeyed at each diamond:
1) A ball hit in foul territory can be caught on the fly for an out within or beyond the Home and Visitor bench fence lines
2) Prior to the start of a game, both captains must agree to play an 8th inning if the game is still tied after the completion of the top and bottom half of the 7th inning. If both captains do not come to an agreement to play an 8th inning prior to the start of the game, the game will be over after the 7th inning if the game is tied and each team will be rewarded a point.
3) Any diamond that has a tree in the field of play (ie. Within the foul lines):
If the batted ball makes contact with a tree on a bounce, the batter will be assigned a ground rule double and all runners on base should advance two bases from the base they started at.
If the batted ball makes contact with a tree on the fly, the batter will be assigned a Home Run

PLAYER ELIGIBILITY:
Signed waiver: A player cannot participate without a signed waiver.
Waivers must be submitted to the League Director prior to the season beginning.
Players must be registered with the league as part of your submitted team roster to be eligible to play in the year end tournament.
Players with an active TIC Membership need to pay $25 to the Toronto IBM Club (TIC) to participate. Players without a TIC Membership need to pay $40 prior to being able to play.
Rain Out/Rain Delay Guidelines:
Q: What if both Captains declare that the field is unplayable or the weather conditions are not safe to play the game before the game even starts?
A: The game will be canceled, each team will be awarded a 0-0 tie, and each team will receive 1 point each in the standings (note: you must have a legal roster at the field in order to earn 1 point, if you do not have a legal team at the field by 6:45pm and the other team does at the time the mutual decision is made to cancel the game, then the team with the legal roster present will be awarded a 7-0 win).
Q: What if the game starts and one of the Captains decides that the game should be stopped due to poor field conditions/bad weather?
A: Once a team Captain declares they want a stoppage in play due to poor weather, the two Captains will agree to wait 10 minutes to see if the field/weather conditions improve.
If both Captains agree not to restart the game before or after the 10 minute waiting period is up, then one of 3 situations would apply:
a) The visiting team will be declared the winner if 5 full innings have been completed prior to the stoppage of play and the visiting team has the lead
b) The home team will be declared the winner if the visiting team completed a minimum of 5 turns at bat and the home team has the lead
c) If the game is tied or option a) and b) do not apply, the game will be declared a 0-0 tie and each team will get 1 point in the standings [all HR's hit in this scenario will not count in the standings]
Note: If both teams have not completed their at bats during the 6th or 7th inning when the mutual agreement to cancel the game is made, the final score will default to the score at the end of the last completed inning.
DISCLAIMER:
All decisions made by the team Captain's during the game will remain final.
If a game situation cannot be resolved satisfactorily by the Captain's during the game, both teams will receive a score of zero for that game regardless of the result. Captains must find a compromise to continue the game, and will also notify the league's Directors the next day. The Directors will review the situation and provide direction within two business days.
GENERAL GUIDELINES:

Home team provides and sets up bases. They must also draw safe line, commit line, and dead ball box.
Everyone playing in the field must bat.

Tie-breaker: Head to head record, run diffential in games between the teams that are tied in the standings, run diffential against the entire league, fewest runs allowed, coin toss
No metal cleats allowed.
Bats are not to be thrown under any circumstances - automatic out.
TEAM:
The batting order shall consist of a minimum of 8 players
All teams must field a minimum of 2 female and 6 male players.
If this minimum is not maintained, the missing player's name is kept on the score sheet and an automatic out is given when that person's turn at bat is reached.

The official default time is 6:45pm. A forfeit score of 7-0 is entered. Play may or may not continue at Captains discretion.
The number of players in the field (infield and outfield combined) cannot exceed 13. Additional players are permitted on the roster. If more than 13 players from your roster attend a game, each player should take a turn in the field in at least 3 innings.
If 13 or less players from your roster attend a game, all of them must take a regular turn in the batting order and play in the field.
If a player is unable to continue in the game and no legal substitution is available when he/she is due up, he/she is declared out and play continues with the next batter in the batting order. The team Captain is responsible for notifying the opposing team
Captains should advise the opposing Captain if another player or players will be arriving after the game has started. Any players that arrive late must be added to the bottom of the batting order. Players not at the field by the end of the 3rd inning may not enter the game..
PLAYING FIELD GUIDELINES:
Bases are 20 paces equally between all bases and home plate; performed by home team.
Double base shall be used at first base.
Home Plate Safe Line -- a line drawn in foul territory starting at the top left hand corner of home plate perpendicular to the third base line. A runner attempting to reach home must do so by touching the ground in foul territory on or beyond the SAFE line. The runner is out if he/she touches home plate whether or not a play is being made. A runner is not out if the plate is touched to avoid a collision.
Commitment Line -- a line in foul territory drawn from the back of home plate half way to third base. When a runner crosses this line by touching the ground beyond the line but does not reach home plate, the runner shall be called out when the ball is legally held by a defensive player in contact with home plate. Runners who have NOT crossed the line may return to third base.
Dead Ball Line -- a line in foul territory drawn from the back of home plate half way to first and third bases. The lines are drawn through the infield and meet at the pitchers mound.
DURATION:
Games must start by 6:30pm sharp otherwise risk being incomplete due to darkness. In September, a 6:00pm start time may be instituted.
A game consists of 7 innings. The game ends if the home team (batting second) has scored more runs in six innings or before the third out in the last half of the seventh inning than the other team has scored in seven innings.
A tied game will continue with 1 extra inning if both captains agree to play and extra inning prior to the start of the game. If game continues to be tied after the extra inning, each team will be awarded one point and the tie deemed final. Also subject to natural lighting conditions.
A game stopped by the captains will be considered complete if 5 innings (four and one half innings if the second team batting is leading) have been completed.
FORFEITS:
A game shall be declared a forfeit if a team fails to field the required number of players prior to or during the game, refuses to continue the game after suspension of play, intentionally tried to delay or hasten the game or intentionally violates a rule of the game after being warned. Please see disclaimer at the end of these rules.
BLOOD RULE:
Any participant who is bleeding may not participate until the bleeding is controlled. If the cleanup can be accomplished quickly, play would be suspended until the participant is ready to play. If this cannot be done quickly, the player is removed for the remainder of the inning in progress and the following complete inning. When the player has the bleeding controlled he/she must resume his/her place in the game. If a player is removed due to blood and the team does not have a legal substitute/replacement available when needed, his/her place in the batting order is simply missed and there is no penalty.
COURTESY RUNNER:
Last out of the same sex: Male for male, female for female.
The courtesy runner must be a legal player on your roster.
The courtesy runner must be announced to the opposing team Captain before he/she takes his/her place on the base.
All batters must reach base successfully before a courtesy runner substitute can be used.
If the courtesy runner is due up to bat, the team may use a second courtesy runner, following these same rules. If this cannot be implemented, the courtesy runner due up is out but remains on base and the next batter in the lineup is due up.
MERCY RULE:
Maximum 8 runs in an inning, except for the 7th inning.
A team may voluntarily withdraw from the game if they are losing by 15 or more runs any time after 3 innings (two and one half if home team).
PROFANITY/INAPPROPRIATE CONDUCT:
Any team or team member openly using profanity or demonstrating inappropriate conduct (deemed as behaviour contrary to the spirit of the league - sportsmanlike manner, in the spirit of Fun, Fitness, and Fellowship - as determined by the Captains) during a game shall be reported to the activity Director's who will review for league fines and/or possible ejection from further participation. Game forfeits may be imposed for violating teams.
JEWELRY:
A batter or runner is expected to remove exposed jewelry (watches, bracelets, necklace, rings) to prevent the risk of injury. NOTE: facial jewelry should not be covered with tape.
Medical Alert jewelry is the only exception.

Players with an active TIC Membership need to pay $25 to the Toronto IBM Club (TIC) to participate. Players without a TIC Membership need to pay $40 prior to being able to play.
Rain Out/Rain Delay Guidelines:
Q: What if both Captains declare that the field is unplayable or the weather conditions are not safe to play the game before the game even starts?
A: The game will be canceled, each team will be awarded a 0-0 tie, and each team will receive 1 point each in the standings (note: you must have a legal roster at the field in order to earn 1 point, if you do not have a legal team at the field by 6:45pm and the other team does at the time the mutual decision is made to cancel the game, then the team with the legal roster present will be awarded a 7-0 win).
Q: What if the game starts and one of the Captains decides that the game should be stopped due to poor field conditions/bad weather?
A: Once a team Captain declares they want a stoppage in play due to poor weather, the two Captains will agree to wait 10 minutes to see if the field/weather conditions improve.
If both Captains agree not to restart the game before or after the 10 minute waiting period is up, then one of 3 situations would apply:
a) The visiting team will be declared the winner if 5 full innings have been completed prior to the stoppage of play and the visiting team has the lead
b) The home team will be declared the winner if the visiting team completed a minimum of 5 turns at bat and the home team has the lead
c) If the game is tied or option a) and b) do not apply, the game will be declared a 0-0 tie and each team will get 1 point in the standings [all HR's hit in this scenario will not count in the standings]
Note: If both teams have not completed their at bats during the 6th or 7th inning when the mutual agreement to cancel the game is made, the final score will default to the score at the end of the last completed inning.
DISCLAIMER:
All decisions made by the team Captain's during the game will remain final.
If a game situation cannot be resolved satisfactorily by the Captain's during the game, both teams will receive a score of zero for that game regardless of the result. Captains must find a compromise to continue the game, and will also notify the league's Directors the next day. The Directors will review the situation and provide direction within two business days.
